Roadmap to Universal Child Care in Ontario

Since the April 2021 federal budget announcement, the Government of Canada has been announcing early learning and child care agreements with provincial governments across Canada. While the agreement with the Ontario government is still outstanding, the Association of Early Childhood Educators Ontario and the Ontario Coalition for Better Child Care have published a Roadmap to Universal Child Care in Ontario.

The roadmap is built on three pillars: affordability for families; decent work for early childhood educators (ECEs); and the expansion of public and nonprofit child care. Their recommendations include:

  • Capping fees at $10 per day per family
  • A geared-to-income sliding fee scale for low-income families
  • A $25 per hour starting wage for ECEs plus benefits
  • Decent work standards enshrined in law
